In a large sauté pan with a lid, brown the ground beef over medium-high heat until cooked through. Transfer to a plate, leaving 2 tablespoons of beef fat in the pan.
Add the onion and cook for about 5 minutes, until soft. Add the garlic and cook for 30 seconds. Then add the flour and cook, stirring for about 1 minute.
Slowly stir in the beef broth and bring the mixture to a boil. Pour in the tomato sauce, seasoned salt, Italian seasoning, garlic powder, smoked paprika, and pasta, stirring to combine. Cover and sauté for about 12 to 15 minutes or until the pasta is tender, stirring occasionally.
Add the heavy cream and shredded cheese and stir until the cheese is melted. Add the ground beef and cook for an additional 2 to 3 minutes until hot throughout.
